What do you mean by "he is able to access other user mailbox?" That he can open it by manually going through the Open Database dialog, or that the hotspots which should be opening his own db are pointing at someone else's?
The first case would no doubt be because the other user had delgated access to the first, and the second case would be a misconfigured location document.
