Notes/Domino 4 and 5 Forum

I just installed a Domino 5.0.11 server on a W2K server. The Domino licence is international - first server setup- For some unknown reason, the server created my admin.id as a North America ID and when I try to detach it from the NAB, I get the error message that this ID can only be used inside of North America. Although I am using the international licence, I am inside of North America. Does this have something to do with the hardware configuration not being compatiable with 56 bit encryption? How can I get around this?
