The user is probably accessing the database through the file system rather than via the server. Ordinary users should not have file system access to the server at all. When you access the database via the file system (locally), both the user and the server are working with the same local file, and that will cause an access sharing error. You can check the database properties at the user's machine -- if the server is Local, then delete the icon and open the database from the server (the server's Notes name should appear in the Server entry in the db properties).
