Yes, if you have a Domino server that does not have any XPage applications (including discussion databases) and you want to disable the XSP engine, you can add the following notes.ini parameter to your Domino notes.ini:
INOTESDISABLEXPAGECMD=1
This parameter requires an HTTP task restart.
