Explanation:

Initial time for cluster retries.

SPR# LMAN2ZJTHM - Added bounds checking for the Notes.ini variables, RTR_Initial_Retry_Interval and CLRepl_Poll_Interval, to prevent excessively high numbers from being accepted resulting in excessive retries and a continuous polling loop, respectively. The default values will be substituted for unrealistic numbers.
