The Domino Configuration Tuner (DCT) is just one of many tools that are included with the Domino 8.5.x server and Administration client. It can also be downloaded for free from this site:
DCT provides easy-to-use self-service configuration analysis by Domino Administrators. Its goals are to identify server document and NOTES.INI configuration parameters that could be modified for more robust and better performance of Domino servers.
DCT will analyze your configuration against a set of best practice rules identified by IBM. Furthermore, it warns of worst practice configurations if discovered. Configuration settings are flagged when their values are know to cause problems based on Technotes, Redbooks/Redpapers, internal knowledge from IBM development and support and prior customer experience. Out-of-range and unexpected values are reported so that undefined behavior can be prevented. Links to supporting to documentation are also provided.

DCT rules are tuned for Lotus Domino server 7.0 and later (although it can analyze any version of Domino) and requires the Lotus Notes client, standard or basic, version 8 and later.
