Resolve :
Even though LEI was installed on this server as 8.5 the path statement on the server needed to be fully declared with our configuration: C:\Program Files\IBM\Lotus\Domino; D:\IBM\Lotus\Domino\data then reboot the server OS and LEI finds it's way to a complete install error free.
