I talked with the toolkit team about your scenario. Of course, its not supposed to work that way. The filtering process should exclude any "linux" plugins based on having the os name in the plugin id. Certainly having both could cause your problem. You could manually work around this by deleting the linux plugins. So if you see this again, re-post and we'll get a toolkit person more deeply involved.
