if you install the CR3 release of IBM Connections this should be fixed ... These can be asked from the Support Team easily.
The Download from within chrome problem I have a workaround for that issue as well. This is not a chrome problem ... google just implemented a more tighter security behaviour in their brwoser than al other browser do currently. IBM Connections isn't behaving 100% correct with this new bahviour of Chrome but can be fixed if you really want to :-)
