We have some problems in the past with respect to that.
Check the ibmtdi.log search for failure to import. You should check your map_dbrepos_from_source.properties file, there you would see which are the fields Lotus Connections maps from your environment. The ones with null values are obviously excluded, but the other ones are necessary to import the users.
In the ibmtdi.log should indicate which value(s) is the one with the failure.
There also another possibility, which is that there are character limit size which differ from value to value. Check your validate_dbrepos_fields.properties file to see the limit character values. I will not recommend trying to manually modified these values, you should contact support before doing any change to this file.
