I am trying perfrom STOP Following on my LC 4.0 server but my DELETE http call failed with error

These steps do work, what is not quiet well explained is that you have to stop all applications not clusters servers.

When you stop all applications you are able to see the runtime tab and follow the steps. The step 17 is referring to restart all applications not clusters.

These steps are wrong, the only way to see the runtime tab is when the clusters are up. If you try to delete the subscription you'll get a message that says: Unable to delete subscription. You can only delete durable subscriptions that are not in use.
