Each policy defines a rule-combination algorithm as an ordered sequence of a target to which it applies and a set of rules.
The target description is an ordered sequence of zero, one, or more subject
elements. The term "ordered sequence" implies that a resource
element must not be defined before a subject
element, or in similar way an environment
element must not be defined before an action
element, and so on. Note, however, that while element order must be maintained, not all element types must be present.
