I had the answer from other sources in IBM so figured I'd share it here.

 

Mail-in databases are not supported in the Service solution of SC. They can be mocked up by creating an appropriate "username" (eg.'feedback@ACME.com') and then giving delegated access for that mail file to other SCN users, but this comes at the cost of an additional SCN licence for every mail-in database.
