In previous versions of portal such an exception is thrown when the icm.propterties file is invalid due to the order of operation followed for cluster creation. See: http://www-01.ibm.com/support/docview.wss?uid=swg21316283

With this in mind I replaced the icm.properties file with the copy found on the primary node and the issue was resolved.

The order of operation that the scripts/wizards impose is that the cluster is created prior to migration of the database (DB2 to Oracle) unless the deployment of the Primary node is made such that no database migration is required.
