We have seen some instances where ISPs block traffic over the Mobility Client UDP 8889 port. Also may occur from time-to-time on home routers which view the traffic as Denial of Service attempts.
Question: Can you log on successfully to the Connection Manager from a different machine on a different network? The same machine on a different network? I think performing these two tests would help narrow down the possible causes quite a bit. Let us know results. Thanks.
