Try:
C:\Documents and Settings\All Users\Application Data\IBM\Mobility Client
And yes, to answer your question, the Mobility Client depends on the artour.ini file being present and intact for it to function correctly. If the artour.ini file becomes corrupted, it must be replaced. A backup of the file prior to making any changes probably would be good to do as well.
