The view option you referred to as "collapse all..." is actually "Collapse all when database is first opened". All it does is collapse the view the first time a person opens the database.
If you want the views to collapse each time the database is opened, you will need to put code into the database script or into an event (probably PostOpen) for each view to make this happen.
You also say you want to "maintain the document selected" as you navigate to different views. The view "On Open" property "Go to last opened document" applies only to that particular view, i.e., the document that was last opened in that view will be selected the next time you go to that view. It doesn't apply across different views, i.e., the same document will not be selected in each view, it only applies to what was previously done in that particular view.
If you want the same document to be selected when you navigate across different views, you would most likely need to do something with either envionment variables or individual user profiles along with code in the relevant view events, i.e., set a variable with information about the currently selected document when you exit from a view, and then locate and select that same document in the view you navigate to.
