I have no clue if this will work for you but I did something similar recently when I had sections that needed to be editable in one case and read only in another.

Assumption: By 'Open' you mean 'expanded' and 'Closed' means 'Collapsed'. If that's not correct, can you restate your requirement?

Create subforms - 2 for each section. One subform has the section collapsed, the other suborm has it expanded.
In your form, use computed subforms; when the form is opened by the user, the approriate subform set is computed and only one is expanded.

If the 'what should be expanded and closed' changes while the user is editing the doc, you save/close/reopen the doc to display the new subform configuration.

This is moderately complex to set up and a PITA to change when the user decides that fields need to move to different parts of the form or they want you to add/remove fields - you have to change at least 2 subforms for every change.
