somehow there really seem to be some problems with the prebinding - as you can see in you Console/system.log. Maybe if you have a look into this on your system it will like this:

In this case the prebinding fix did finish successful and the Script works.
If you have similar problems, but the Script still does _not_ work you might try one of the following things. Keep in mind that these are only suggestions based on a simple (but laboured) try and error process. It it still no solution :-(
a) Open the "Safari - Open Location" (SOL) Script before activating a Notes URL (e.g. use it as a Startup item)
b) Try to put the different scripts (or the surrounding folder with all the other scripts) that do open instead of the SOL into the trash. It did work after I put all the ColorSync and Adobe Illustrator CS Scripts into the trash. Unfortunately this may affect scripts you will need some time.
c) Try to compress these Scripts.
d) One really stupit thing you could try: Compress and Decompress SOL with StuffIt at the desired location.
