I modified my earlier posting to this as below, as I initially thought the form was corrupted but later found that it is because of the form's property.

The problem looks like with the checked form's property of "Automatically refresh fields". Hence you are unable to switch tabs though you get to Basics and Approvals in two different scenarios.

Do these modifications and see it works like a charm.

1. Uncheck the form's property --> Automatically refresh fields. Instead add refresh command at the end of PostOpen code in step 2. (Makes user switch Tabs without any problem).

2. Is the postopen code changed. Looks like it is missing the if statement: Modify this as per your needs, if necessary:

!@IsNewDoc | @IsMember(@UserRoles; "[CNSEditor]" | @IsMember(@UserName;"AssignedApprovers") | @IsMember(@UserName;"CSSEmployee"));
@SetProfileField("ProfileDoc";"Edit";"Yes");
@Command([EditDocument]);
@SetProfileField("ProfileDoc";"Edit";"No");
@Command([RefreshHideFormulas])

as

@If(!@IsNewDoc | @IsMember(@UserRoles; "[CNSEditor]" | @IsMember(@UserName;"AssignedApprovers") | @IsMember(@UserName;"CSSEmployee"));
@Do(@SetProfileField("ProfileDoc";"Edit";"Yes");
@Command([EditDocument]));
@SetProfileField("ProfileDoc";"Edit";"No"));
@Command([RefreshHideFormulas]);

@Command([ViewRefreshFields]);

This line will refresh doc and takes user to right tab and will not cause any problem while switching tabs.


3. Have this simple formula for the $Approver computed field.
@If(@IsNewDoc | (!@IsNewDoc & @IsNotMember(@UserName; AssignedApprovers)); "Basics"; "Approvals")


4. Move "AssignedApprovers" field from "Approvals" Tab of the Programmatic Table to just before $Approver field so that user gets the right tab depending on his situation (Top to bottom approach). Instead you can have a display field to pull the contents of this field in the "Approval Section"

With these changes what I observed are:
If new document, users will be taken to "basics" tab
If not new document, if user is a member of assignedapprovers, "Approvals" tab will be the active tab. Users can switch Tabs without any problem.
If not new document and if user is not a member of assignedapprovers, "Basics" tab will be the active tab and users can switch between tabs without any problem.
