I like your second suggestion but our users work completely untethered and only use replication to get updates for everything. We'd probably need to code something in the postopen event of the database to e-mail the replication history entries to a mail-in database then manipulate the data somehow from there. This gives me a place to start but still much easier for IBM to add a little check mark in Replication settings to not allow users to push changes to a server replica if the local replica has not accessed the server replica in the number of days equal to the purge interval.
