The Form field is what tells Domino what type of document it is.
I suggest that you compare the Person documents of all three users and see if the values in the "Format preference for incoming mail" fields match. Perhaps that field is not set to "Keep in sender's format" for the person having the problem. If that's the case, change the field value to "Keep in sender's format" and see if that resolves the issue.
