You can't really do that. Attachments are only linked to in Rich Text Fields, they're not actually attached to them, if if editing is allowed on the web, without a significant amount of hand-coding, attachment management is done at the document, not the field (or section) level. If it were strictly a Notes client application, you could have people enter attachments into RT fields in separate controlled-access sections. If they are creating attachments in the same field, it's altogether impossible. (Although with "heroic" code and one or more attachment metadata fields, you can make it difficult for people to delete attachments they didn't add. Just not impossible.)
There are already a number of examples here of how to move web attachments into RT fields.
