One possibility that it may be is caching....
You may want to check caching on the browser or your proxy server. Proxy servers are usually good to not cache forms that may have a ?openform in the URL the "?" suggests that is a form with CGI variables that should not be cached.
Also, put a msgbox in the webquerysave agent code. It should pop up in the log.nsf after a few minutes. Check to see if it the agent is in fact not running for some users and it is running for others.
