Hi, Chris. Using an id that is allowed to create new databases on the mail server, all you would need to do is do a File, Database, New and in the dialog that comes up specify the directory and file name as indicated in the person document. You will also need to select the mail template that you want the new database design to be based upon. After mail file creation, make sure that you set the acl properly so the user has appropriate access. I believe the user will have to specify that he/she is the owner of the mail file when entering the db from Preferences.
