is it that they don't get it or they don't see it? Sometimes the Inbox refreshes and the user needs to scroll up (or down) to see the new message.
Try sending a message with Delivery Confirmation enabled. You should get back a reply fairly quickly from the router saying the message was delivered (this means it reached the user's mailbox). Now have the user press f9 to refresh the inbox. Make sure the user is scrolled up (or down) to see new mail.
