Notes and Domino 7.x support plugins written in C, using the Extension Manager features that are available in the Notes C API Toolkit. And the Notes 8 Standard client has additional options for plugins through the Eclipse framework.
But Mark's suggestion is much simpler than working with either of these plugin approaches.
