Password Reset Require Authorized User

I am very beginner but I need to perform one task urgently as the admin is not available at all.
I need to reset a password for a user so I copied the id and extracted the recovery key.
In the client, when I enter a wrong password and choose password recovery option, it will ask about another "authorized user" password which I do not have.

How can I deal with this task?
