If our understanding is correct then i guess u want to create docs by geting values from Excel.
You can read the Excel file and can get the values from Excel and create a new document per line.Create an Excel object and get the value from excel and then create a new doc put all the values in the fields.
row one = first doc then 2row 2nd doc..
To get the value from Excel cell use the below line.
