Since the server is the effective user of a web application, the "private on forst use" folder design will result in a folder that is private to the server (the server's fully-qualified Notes name would be the only entry in a Readers field) and the user would have no access to it.
If the users can be persuaded to use separate browser tabs for the documents they open, you should be able to use public folders (emptying them before filling and serving them, of course). You can also create "views" as plain HTML (from an agent output) either printing directly to the web or creating documents if the result needs to be long-lived.
