Just use policies to change the icon for all users to point to the new database.
You don't need connection documents if your environment is setup correctly. If it is not setup correctly, you should talk to your administrator and have this fixed. I have found that most people who are complaining "Lotus Notes sucks!" have a bad infrastructure setup and/or incompetent admins, it is not the product that has the issue.
So you should make sure your servers are setup correctly.

But to do what you want to do, I would do something like this:
Create a frameset, with just one frame. This frame will display a new form that you create. The database is set to "launch specified frameset".

Now you just have to create the form. Enter any text/inofrmation you want to display to the users, and add either an action hotspot or an action button for the user to cklick.
Put some Lotusscript behind it to open the database on the new server. Look at the OpenDatabase method of the NotesUIWorkspace class.
You should just have to write a couple of lines, perhaps 2 or 3, unless you want to do more fancy stuff there.
