I'm not aware of anything like that when you create a user. Perhaps there's something, but I've never looked into it.
With that said, you could do something along these lines:
1. Create a db with a scheduled agent that runs daily. It'll need Admin rights. That's changed under the agent properties and provided by the signer of the agent.
2. Have the agent check each mail db in the mail directory and see if it is a new db or when it was created. If the creation date of the db is within a 24 hour window, then send the new welcome notification to that db.
3. To send the notification, you've got the db name. You could just create a mail message inside the db itself, so it looks like a mail message, but wasn't really sent to the db, it was just created by your agent in the db. The form for mail messages is "Memo". If you complete the basic fields it should display correctly. Just look at one e-mail message's document properties and see what's completed on it. That'll get you going.
