If that is the way they want it to be done, then I would suggest extensive testing to verify you have all configuration aspects covered. In terms of setting a user's Mail File so that it only replicates down and not back to the Server, you want to go through the Replication Settings. With the Local Mail Database open, go to File-->Replication-->Settings... From there, you can set up a Replication Schedule, etc.
First, I would suggest you click the "?" Icon in the top right of the Replication Settings so that you may familiarize yourself with the Help Topics surrounding Replication Settings.
Then, the main things you want to focus on are:
On the "Basics" Tab-->"How Much Will Be Replicated", you want to uncheck "Send documents to server"
On the "Send" Tab-->"Limit what will be sent to other replicas", you can deselect all of them. Again, review the Help documentation for this.
Lastly, on the "Advanced" Tab-->"Receive these elements from other replicas", you can enable/disable what you would like.
Also, to be on the Safe Side, you can open the Server Replica of the user's mail file and set their Replication Options to:
On the "Basics" Tab-->"How Much Will Be Replicated", you want to uncheck "Receive documents from server _________"
On the "Advanced" Tab-->"Receive these elements from other replicas", you can disable "Access control list" and "Deletions".
This is just a brief synopsis Tien and does not cover all aspects and every scenario so do not necessarily use it as an exact guideline. If you are looking to configure this on a Company Wide basis rather than a case by case basis, I would suggest calling into IBM Support and requesting to speak with the Server Core Team regarding Configuring a Policy to do this. They may also engage the Notes Client team as well, but they will determine that once you discuss this issue.
