I know of no case where IBM Lotus has had a licensing model that charged a fee for use of the Domino Admin client, but the users must all be licensed Notes users with their own ID files. (A shared administrator ID may be used, but this must be in addition to a personal ID, not a substitute for it. The software license fees are owed per real user.)
However, you should not take my word for this, as I am not in the business of licensing software and cannot guarantee that I am familiar with all of IBM's current licensing terms. You should take Doug's advice. Either familiarize yourself with the terms of your organization's IBM license agreement, or ask your IBM rep for guidance.
