I don't know that you can. The category row in a view doesn't relate to a document, and so the code that affects the colour of a row ignores it.
That said, you could try categorising a column that is displayed as icons, and then populating it with a formula that evaluates to 93 for red documents, 94 for amber documents and 95 for green documents. I've never tried categorising on icons, so I have no idea if it will work. Please let us know!
