Well, that's easier. What is in the Person Document for that user's mail file? Does that particular file exist?
At the Domino Console, type:
tell router sh
The results will tell you why those mail messages are stuck in the queue. Resolve based on that. Without seeing the results, I will guess that the mail file doesn't exist. Or, if it does, the Router is confused.
