Your mail must use a version 7 or older template...
If your action bar looks like the image below, it means your mail file is based on a design template from Notes version 7, or possibly even 6.5 or 6.0.
You may be able to update it yourself to use a newer template, though some organisations restrict this so only administrators can do it.
