I was incorrect. Even with Windows 7 I don't have the rights to open the file. No files are in that directory.
I had it in program files\common files\filename.htm
that works for me, but not for my users w/Windows 10.
So then I changed code to that users\public\public documents\filename.htm and it now doesn't work for me either.
I checked the security properites of the folders and looks like for me the program files\common files\ folder and the users\public\public documents folders have the same security settings, yet I can create files to one and not the other..
