I had the same problem when installing on Swedish OS.
My users had local Administrator access, but that did not help.
The problem traced back to a access group to which users are added when installing MS office 2003. The group in Swedish "Användare för felsökningsprogram", in english it's "Debugger users". I don't see the problem in english OS, just Swedish.
You must remove the user from the group in order for Notes 8 to work, why, I dont know yet.
