I opened a PMR which resulted in SPR EZEL7BJ2GW.
It appears like this is a common problem, but not a universal one. Hopefully, they can figure out some ways to improve things across the board.
One thing that is impossible in a domain with thousands of users: making numerous changes to everyone else's systems. While some changes may help, we can't double everyone's memory, replace all their hard drives, etc.
