If you have replicas of each mail database on another server, you can push those replicas back over - otherwise a restore sounds as if is your only option.

Is the padlock you're referring to seen in the Administrator client in the 'Files' tab? That padlock indicates the directory has a Directory ACL - right click and choose 'Manage Directory ACL' to see who has access. I wouldn't necessarily expect to see a Directory ACL on the mail directory, but as long as the ACL contains each user (and server) that needs access to the directory you should be ok.
