The article,  "Understanding and troubleshooting plug-in installation for IBM Lotus Eclipse-based products," has been published to the Lotus Expeditor wiki.  Here's the Summary:

Custom or third-party features and plug-in development play a critical role in IBM® Lotus® Expeditor-based products such IBM Lotus Notes®, Lotus SymphonyTM, and Lotus Sametime®. However, installing the features can require extensive troubleshooting since tracing errors for plug-in installs have not yet been fully studied. This article provides a top-down technical summary to help developers understand Expeditor-based plug-in install processes and locate errors with ease.
