During the course of development, you will use WebSphere® Portlet Factory Designer to create the functionality and WAR files that you can use for testing your application.
WebSphere Portlet Factory Designer generates WAR files for development testing in the Publishing function. These files contain items not included (or desirable) in a production WAR file. For example, a WAR for development testing might contain some or all of the following:

Not needed in production WARs/WEB-INF/bin/deployment/*/*
Not needed in production WARs/WEB-INF/clientlibs/*
Not needed in production WARs/WEB-INF/models/factory/adapters/*
