I noticed an interesting thin: All messages in filters log have a record "Blocked by ZLA". The interesting part of it is that all the messages are successfully received by recipient (checked by LPMS policies and delivered). Here is that I get from log (for testing purposes I copied the record from my test mailsend :)):
