this might have various reasons. for example, if the time synchronization detects too large gaps for example:
it is 9 am and the graphs will be created and 5 minutes later it is 8:59, RRD things, that the graphs already been created.....but this happens not very often, but we already seen this mostly on VMWAREs. this is a common problem with the VMWARE Servers on some hardware's.
The last time I had a similar problem this helped.
Login as root and type:
date >/etc/lmi/provsetup/network_configured
