Sorry about all the confusion, and it appears the problem exists in 8.2 as well. Fortunately, there is an easy way around this that does not require a hotfix: simply change the following:
<link rel="stylesheet" type="text/css" href="stylesheet.css" />
to this:
<img src="stylesheet.css" style="display:none;"/>
<link rel="stylesheet" type="text/css" href="$FILE/stylesheet.css" />
The resulting <link> tag will now look like this, and the file will load properly:
<link rel="stylesheet" type="text/css" href="../../../Main.nsf/$defaultview/1A181183F985690F8525761D00517120/$FILE/stylesheet.css?OpenElement&1251301036" />
