An 8.5.1 quickr server was recently updated to FP 25. Notifications now can not be sent to all members.
The server has multiple places with a varying number of members. Individual members can be sent notifications, however notifications sent to all members are only sent to a few members and the header of the resulting messages only contains that subset of members in the to: field.
I have subsequently applied FP26 with no change in behavior. There are no related error messages.
