Report Design

I should know how to do this, but if I once knew, Ive forgotten it, (or maybe I never knew it, or it can't be done).

I have a simple report, with two columns of records. What I'd like to do is make a vertical line at the left edge of the report, at the right edge, and a double line in the middle, (between the two columns). I can get the left edge by specifying a left border on the body panel. However, even though I specify a right border on the body panel, it does not appear EXCEPT when there is no data in the second column. That is, if my list of records fills the first column, and half of the second column, and I specifiy a left and right border on the body panel, I get the left border all the way down the left side of the report, I get ONE line down the middle of the report which extends only as far as the records extend, I get NO line on the right side of the report, EXCEPT that I get a line on the right side of the report from the point where the last record in the second column appears.

So, it looks like the left border is appearing for the records in both columns (which is why the center line stops when the records stop), but that the right border is appearing ONLY when there are no more records in the second column.

I've tried drawing a vertical line at the right edge of the body panel, and that sort of works--but it ends up dotted (there is a slight break in it between records), AND it is ofset in the second column from the point at which the right border begins to appear. In addition, of course, using that method, I get the double center line ONLY as far down the page as the records in the second column extend.

Anyone know how I can get what I'm looking for?
