Sorry, that is not correct! This condition should be fixed immediately, and not ignored. 20 Mb is way, way below a safe reserve. Applications need extra space for temporary files. Word Pro creates numerous temporary files, as do many other applications. The windows swap file needs a substantial reserve as well.
It's asking for trouble to run a Win 98 machine with less than 100 Mb free space. The risk is file corruption and lost work. Considering how inexpensive disk storage is these days, I would not take the chance.
