That's not a Vista thing but rather a Word Pro setting. Go to the Locations tab of the File|User Setup|Word Pro Preferences dialog and edit the default "Documents" path. On the same tab, the "working directory" option is also relevant. I keep this option enabled because I have a great many folders with Word Pro files.
If your settings in the Preferences dialog are not sticking, try running wordpro.exe with admin privileges and with its compatibility setting set to Windows XP (in the Windows Explorer file properties dialog).
